Keopka is not likeable and annoying. He only sent that congratulatory tweet to get attention and remind people he also won 2 times. It's his way of trying to get in the spotlight that day, basically saying "Don't forget about me everyone, I did it first" e.g. "Welcome to the club (that I was already in)." It's annoying, like hi-jacking someone else's news or post, by trying to appear like an authority on the subject so that person's followers will notice you.
